The Netherlands Ministry of Defense has signed a $1.1 billion contract with U.S. defense contractor L3Harris Technologies for cutting-edge Falcon IV radios.

The agreement represents a critical step in modernizing the Netherlands’ tactical communication infrastructure and enhancing operational alignment with NATO allies.

The Falcon IV radio system is widely recognized for its advanced communications capabilities in military environments, and this latest acquisition underscores the Dutch military’s commitment to enhancing secure, resilient, and interoperable communication systems across its armed forces. The radios will be integrated across a broad spectrum of military units and platforms, including vehicles, aircraft, and naval assets.

“These resilient devices will enable enhanced capability to strengthen homeland defenses, deter regional conflicts, and provide direct support to coalition and security cooperation efforts,” said Sam Mehta, President of Communication Systems at L3Harris.


Falcon IV Radios

The Falcon IV is a next-generation, dual-channel tactical radio system specifically engineered to meet the complex demands of modern combat. Each channel functions independently, allowing seamless voice communication, real-time intelligence sharing, and high-speed data transfer simultaneously. This capacity improves battlefield situational awareness, a decisive advantage in both high-intensity combat and coalition peacekeeping operations.

Its simultaneous crossbanding capability, allowing the radio to transmit and receive across different frequency bands, ensures uninterrupted communication between different command and operational levels. This is particularly crucial in joint-force environments where seamless coordination among air, land, and naval units is essential.

The extended wideband capabilities of the Falcon IV allow for the transmission of high-definition, full-motion video and other bandwidth-heavy data streams. This functionality is particularly important for units engaged in reconnaissance, surveillance, and real-time targeting, where split-second decisions hinge on clear, high-fidelity information.

Designed for flexibility, the Falcon IV supports a broad range of waveforms, enabling both line-of-sight and beyond-line-of-sight communication. This means it can operate in diverse terrains—from dense urban centers and mountainous regions to maritime environments—ensuring uninterrupted connectivity no matter the battlefield conditions.


Strategic Importance for NATO and the EU

The Falcon IV’s ability to interoperate with over one million tactical devices already deployed worldwide adds another layer of strategic significance. By aligning Dutch communication infrastructure with that of other NATO members, the acquisition enhances the Netherlands’ readiness to participate in joint missions, regional deterrence, and coalition operations. It also reinforces the broader NATO objective of establishing interoperable, secure, and modern communication systems across allied nations.

For the Netherlands, which has been increasingly investing in defense modernization, this deal marks yet another step toward preparing for a more volatile geopolitical landscape. The acquisition is part of a wider strategic effort to improve coordination with European Union and NATO forces amid rising security threats from state and non-state actors alike.


Dutch Defense Spending

This deal is not an isolated incident but part of a series of high-value defense agreements between the Netherlands and L3Harris. In October 2024, the U.S. approved the potential sale of various L3Harris-made portable radios to the Netherlands in a deal valued at approximately $1.42 billion.

The package included the AN/PRC-117G multiband networking manpack radios, the AN/PRC-152A wideband networking handheld radios, and the AN/PRC-160 high- and very-high-frequency manpack radios. Each system supports secure voice and data transmission capabilities critical for modern battlefield communications.

Moreover, in 2023, the Dutch Ministry of Defense unveiled a comprehensive $2.7 billion program to equip approximately 8,000 vehicles, 3,500 personnel, 135 naval vessels, and 170 aircraft with new L3Harris combat net radios. These efforts demonstrate the Netherlands’ long-term commitment to integrating state-of-the-art communication technologies into every branch of its armed forces.

As Europe continues to grapple with evolving security challenges, from hybrid warfare to cyber threats and traditional state-based aggression, reliable and secure military communications have become a cornerstone of strategic readiness. The L3Harris-Dutch MoD agreement on Falcon IV radios represents not just a procurement deal, but a deeper alignment with NATO’s future-force objectives.

With the Netherlands placing greater emphasis on technological sophistication and allied interoperability, this investment ensures that Dutch forces are equipped to operate effectively in multinational environments and respond swiftly to emerging threats, while also supporting collective defense goals within NATO and the broader European security architecture.
